In original picture, the sleeve definitely looks continuously welded onto the end cap.
The 2 'end' caps are just glued/RTV'd onto the carbon body. So, with a bit of careful tapping and cutting with a Stanley knife, you should be able to expose the sound absorbing wadding. Under this will be the perforated pipe joining the 2 end caps.
IIRC, you will need to cut the sleeving, rather than trying to grind & chisel the sleeve weld.
