Pedal box bolts

While doing a bit of chassis tidying, I decided to renew the nuts holding the pedal.box to the chassis bracket - but when loosening them underneath they started spinning and now I can't get the nuts off or even tighten them up again. The daft flat ends at the pedal box end don't engage to give some purchase and there's no room to get a hold with anything!,!

There aren't any nuts on the top, the bolt has a plate welded to the top with a flat edge that sits against the vertical supports to stop it spinning. The problem is that if the nut is tight due to rust or damaged thread (easily done on a speed bump) then the turning force pushes the vertical support to the side allowing the top of the bolt to spin. If you remove the aluminium cover as previously stated you may be able to hold the vertical support in place or jam a screwdriver in between them whilst you undo the nut. I had to angle grind a couple of mine off and I then welded new bolts to the tray to prevent it happening again.
