The carpet is always falling down under there and I am wondering if I am missing a piece of panel. I am going to make something up to hold it up. If anyone is near Watford and there is a panel there it would save some hassle if I could take a pattern of it.

Yep, Velcro might help.
I believe the problem is that the bulkhead gets much hotter on the pass. side because of the closeness of the exhaust/cats - renders the glue useless over time. So - same problem with Velcro pads stuck on? The other issue is that it has to stick to the heater/air-con hoses...which all move a bit.

After much faffing with spray glue, I got a short self tapper and put that through a piece of flat aluminium sheet/bar that I had in the garage and screwed it into the fibreglass. Kept it up for the last year.

Thanks , I was thinking along the lines of a mechanical fixing as you are right I've got nearly two tins of spray glue under there.

I went through all sorts of spray adhesive. I eventually tried sikaflex. Been in place for 5 years now.
