PORSCHE 944 STARTER MOTOR

Starter motor turns but not faster enough to engage flywheel to turn engine over. Had motor overhauled and new selonoid fitted without any change. Will start if selonoid is bi-passed with live direct from battery to motor. Replaced ignition switch barrel without success and checked wiring. Have just noticed my headlights whilst rising are not lighting.
Now thinking down the relay trail but would appreciate anyones advice / observations.
