3.2 Carrera indicators not working

1987 3.2 Carrera, last night I heard a whining fan-like noise just behind the dash, near the air vent (not the footwell blower or fresh air blower). Then this morning, after that dissappeared the indicators packed up. I'm assuming the 2 are related, but might not be.

What's the likely cause? is there a relay behind the dash for the indicators? is the fuse for the indicator connected to anything else (so I can see if thats gone too).
