Heater problem.

Have recently taken delivery of an '02 C4 and noticed a problem with the heater. It only blows out hot air when the temp. is set to high. On all other temp. settings it is coming out cold. Any ideas? Will be contacting the supplying garage tomorrow, but I'd like to have some idea as to what is happening.
