Have you driven both? A tip is a 4 speed box whereas a manual is a 6 speed (one of the finest manual gearboxes on any road car).
If you particularly want a tip then go for it (some people prefer them, some people have physical need for one) but otherwise i'd suggest going for the manual.
As for prices, be aware that the lhd 993 market in the UK has taken a battering recently and as a result the prices don't seem to have dropped too much but cars simply aren't selling. As a result you may be able to do some fairly vigorous haggling if you have a motivated seller.

Clutch at 50k miles is good, but needs door strap (few hundred £££
and front fog light (they're about £130 a piece!) and with those things fixed, good tyres and working a/c it may be worth £19k.
