Recently bought a '99 c2. Also just bought a set of bilstein pss9 coilovers.
I intend to track occasionally.
My questions are:
1) does anyone else run these? Are they more compliant than stock in their softest setting? Track experiences?
2) any other recommendations for suspension mods?
3) brakes need changing..... any recommendations?
4) any other observations on tracking a 3.4?

My only observation of a 996 3.4 on track, was a passenger ride with Alan McNish at Knockhill when they first came out, a standard factory M030 car. It was pretty impressive, was driven hard most of the day and never seemed to have any brake issues or anything else for that matter.

PS - I'd imagine although a stock car, the brake pads were probably non standard, I think Porsche actually recommends changing them anyway for track use in the manual.

If you're an accomplished driver capable of generating high cornering G forces then you'll want to do something about preventing oil starvation from the sump due to it being thrown out away from the pick-up pipe (which will destroy your engine very quickly).

I have just sold my 'properly sorted' 996 3.4 to a PHer - it ran KWV3 suspension set-up to a fast road spec by CofG, had braided brake lines, uprated brake fluid and Pagid Yellow pads on it. I think that sensible upgrades are the first point of call for the OP and that the suspension set to a fast road use, rather than purely track use, might be a good starting point. When I first had the car it ran GT3RS settings including ride height and on the road it was like a 'terrier on acid' (if such a thing can be imagined) as is sniffed out every camber change and the lack of compliance made it interesting on bumpy roads generally.

Is there an accepted mod for the oil starvation issue?

Does any use Performance friction discs / pads - any feedback?
