1970 911 LHD

Anyone got tips on fitting fog lights through the horn grills on a 1970 911T? I'm planning on making the brackets myself since I dont see the value in spending 100 plus quid on a few bent bits of metal!
I've been staring at the hole where the horn grills fit for hours thinking the right way to do this is to remove the front bumper and then drill through the various metal skins - but I was hoping for a quicker fix...

Any tips greatly received.
