Not too sure about US law to say the least, but in the UK, if it still passes emissions, MOT etc, you can do what you like with the engine.
We are obliged to inform our insurers of anything that could change our risk / premium. i.e. its not up to them to find out. If you crashed you freshly turbo'd car here, without having previously told your insurer, they would say you were uninsured as a consequence and simply refuse to pay up.
