I have been building hotrods for the last 30 years and I still own the first one I built, see the pics below. This is about to be rebuilt over the winter
I am also looking to start a new project that will be based on a 36 Ford 3 window coupe that should look a little like this when finished:

The fender thing isn't MOT-able, but is an issue under construction and use. Something about mud and spray IIRC. You get a fixit off the BiB if you're lucky, take it to an MOT station and get it signed off with a few shoulder shrugs. If you're unlucky you can get a prohibition notice.
I ran my old 32 roadster sans fenders for a few years with no issues. I think a lot of it depends on the state of the car and whether the BiB you encounter has a sense of humour / good knowledge of the law on old cars / common sense. Most I encountered just thought I was a lunatic and couldn't be doing with the amount of paperwork generated, I doff my hat to their application of common sense.
Back to the OP, I believe my 59 Chevy truck would be classed a hot rod truck (without my current oil leak!) - or are we talking flat screens here etc..?!
