What is the definition of a cul de sac?

Bear with me on this, but when i was young a cul de sac was a 'posh' word for a dead end. but it was a road you could drive into and along but had to leave by the entrance you went in.
Now what would you call a road with vehicular access from both ends is barred?

If entry can be made via an access/exit point along it, it's still a cul de sac. If there's more than one access/exit point it's no longer a cul de sac. If there's no entry/exit point it's pointless.Now what would you call a road with vehicular access from both ends is barred?

I might be missing something but the map shows one red X which has created two new cul-de-sacs, a short one north of the X and a longer one to the south? There is no blockaded section.Wokingham council think a road that is barred to trffic from both ends quaifies as being a cul de sac
