Speed camera floodlights

On the M1 around Sheffield there's currently roadworks with front facing average speed camera's. At night there are floodlights to illuminate the front number plate for the speed camera's benefit. They are quite well focused so its quite a narrow been of light, but even so, its quite off-putting as you drive through them.
This doesn't quite seem right to me, surely the sensible solution would be to use Infra-red cameras rather than create glare in the drivers eyes that could reduce reaction times. Is it just me or is this a bit sketchy?
And for the speed camera haters does this mean front facing average camera's don't work in the dark???
