Germany - Foglights

Driving up from Munich this week on A8 towards Stuttgart. Quite foggy for the best part of 100km dense enough to reduce my speed (from 75-80mph) three times. I had front fogs on throughout and knocked the rears on for those three occasions. In that time I didn't see a single car with any rear foglight on at any point, the odd one with front fogs but very much a minority. Quite a few cars with just DRL's so no rear lights at all and some with no lights on at all! The only thing I was aware of was a reduction in speed but only from 100ish in lane 3 to 70-80. I felt like I was doing something wrong! Aren't Germans taught the importance of visibility? Quite the surprise considering how the general driving standard is considered the best in the World.
Isn't the Germany 'mantra' 50-50-50 for fog?
So when visibility is less than 50m, drive at no more than 50kph and leave a 50m gap to the next car (which is all you could leave for that car to be visible anyway) and put your foglights on.
If the visibility it better than that, then foglights are not required.
