What is going on here?

I was going straight on today. I was in the middle of the three lanes and there was a car either side. Get to the exit and I'm just like wtf. No merge afterwards.

The middle 2 lanes are straight ahead only.
The far right is right turn or straight ahead. The car in the far right should probably have yielded to the 2 cars in the main lanes for that exit.
