Yeah, I'm guessing that, but I just wondered what sort of works they might be and whether a road engineer could unlock the code. Obviously it's temporary and an instruction of some sort. If the latter it may be some kind of instruction for upcoming works.
Overlay, as said, I reckon. Expect some cheap and nasty ‘tar and chip’ job to be carried out some time soon. Which is normally just a means of distributing tonnes of granite chippings either side of the road, without actually fixing any of the underlying structural problems in the road make up, such as the quite evident edge cracking in the photo.
