What are these, ANPR, Speed Camera or Traffic?

They’ve recently added one of these going into a local village with a 20mph limit, I’ve been slowing for it but see most people fly through, not seen them before but spotted another one today on the M6 South after tebay services.
What are they for, traffic cameras or ANPR? I couldn’t see much on google for them, or anything to be honest.

(There’s 3 photos, one on the A road & 2 on the m6). It’s a grey camera with 2 laser holes it seems.
