Question, and this happened last week, driving on a three lane motorway, HGV’s not allowed to use L3.

Road works and L1 is coned off leaving L2 and 3 open.

Can HGV’s use it as if were a two lane motorway like the M74 for example, and use L3 which now is essentially L2, for overtaking?

No, just because there's roadworks, it doesn't change the designation of the road. It's still a motorway.

Unless stated (signs saying all vehicles for example) or directed to do so, HGV's can't use lane 3.

It's still designated a motorway but HGVs aren't banned from the outside lane of motorways, they're banned from the outside lane of a three or more laned carriageway. So I'm not convinced you've answered the question.

How many lanes does it have? Two or three?

on 4 lanes you can use lanes 1 2 and 3 for HGV but not lane 4.

On a three lane that has had the inside lane closed you will be restricted to lane 2.

And if they shut lanes 1 and 2?

And what if it was one lane closed on a two lane motorway but the nearly-completed roadworks were widening to three?

I think you can only count the open lanes, not what it was or will be, meaning you can drive it in. However I am not an HGV driver.

Also, as another poster suggests, there are often specific restrictions or exemptions on yellow roadworks signage.

the big issue is that not all motorway lanes are the same width...

Motorway travellers will be familiar with the 'narrow lanes' signs through roadwork zones, and these can be quite intimidating at times. They can be as narrow as about 2.2 m, but most motorways have lanes at 2.8-3 m in width, with the outside lane perhaps 2.6 m wide.

So they will limit the outside lane. if its three lanes and they close lane 1... lane 3 is still lane 3 and the laws for lane 3 still apply.

I agree about width and I agree that in practice they will restrict what can be in each lane via signage. But I think in the absence of that signage, it's OK.

In fact while writing this I have just looked this up and it refers to open lanes.

no vehicle to which this Regulation applies shall be driven, or moved, or stop or remain at rest on the right hand or off side lane of a length of carriageway which has three or more traffic lanes at any place where all the lanes are open for use by traffic proceeding in the same direction

If they are closing lanes 1 and 2 then you are being directed to use lane 3, making it legal.

Not sure that I agree with much that has been written above.
Lorries cannot use the outside lane if there are 3 (or 4) lanes. If you close off the innermost lane (1) then it's only 2 lanes at that stage. I see no reason why lorries shouldn't then use the outside of the 2 lanes, though many lorry drivers may well not do so, particularly if it's narrower.

However, it is very common for a width restriction when lanes are closed or contraflowing
