How often do roads get dug up on average?

Hop this is the right place to ask this, as above, is it normal that a road probably 3 miles long is dug up every 2 months or so in different places as that is what has happened to the main road where I live for the last 10 years I've been here. It seems to constantly have a set of traffic lights on it somewhere.
At the moment there are 3 sets of lights, one at each end and one in the middle. The middle one is to do with some new units they are building and they must have dug the road up 10 times in relation to the units being built in the last year alone. Currently there is standing traffic both ways past my house and has been for the last hour or so.
There is a fair bit of infrastructure further up the road that always seems to be having stuff done to them and what happens is they need a new has main or electric supply so they dig the road up, then the road gets so bad it needs resurfacing so they do that causing more delays and then they dig it all up again six months later.
It may sound over the top but I'm not exaggerating when I say there are temporary lights every 2 months or so and have been for at least a decade. And they want to build about 3 thousand houses on land adjacent to it very soon.
Edit its actually 4 sets of lights at the minute
The one on the right could be to do with the power cut we had last week, about 200 houses went off for a few hours.

Maybe this is a ploy by the Council to calm traffic?
It does seem ridiculous though, but in a part of the world where there is a lot of new development nearby (looks like the Marston Valley) and consequent utility upgrades, surely co-ordination is needed to minimise disruption.
Looks like a back road that gets a good pounding.

That is my Liverpool - Manchester back route. In Lockdown 1.0 was as quick as the motorway door to door. M62 has 50 mph average zone on.
Working in South Mancs commuting in from the West I think a lot of peeps now forget the Motorway (M62/M63/M60) with the reduced limits and at various points join the Lymm / Carrington / Partington routes via the A roads.
If you are getting held up around there drop a bit further south to Sinterland Lane to miss the roadworks. I'd suggest coincidence rather than plan to slow traffic down
Remember that area was all sort of developed in the past in the original Manchester 'Ringway' / Davyhulme sewage works / Shell refinery etc etc so redeveloping was always going to happen to the greeny/browny belt! Though given the NOx gas you get from Carrington Gas plant (visibly more than 200ppm) why anyone would live near there is a mystery.
