A66 Penrith to Richmond Dualling options

As many of you may know, if you travel on the A66 between Penrith and Scotch Corner, it's a mishmash of dual carriageway and single.
Highways England want to dual the lot (should have happened many years ago).

I travel the A66 a lot and have to say you can usually crack on, be it single or dual section.
My main gripe is the A69 - a country lane west of Hexham. To my mind is a more important route, linking as it does two major cities (well, okay then one major and one minor) and it desparately needs dualling all the way. A bit of spare change from the HS2 white elephant would sort it.
(an interesting factoid is there was once a plan to push a canal through the same route between Newcastle and Carlisle!)
...and then there's the A1 north of Morpeth!

I am obviously in a minority - dualling may decrease journey times but the price paid is zero character, constant radius turns, massive sightlines and by passing of all the settlements which used to add character to my journey . If I drove these roads for work , or daily, I can perhaps see the argument - but I drive them en route to Scotland , typically , and I actually like the fact that the A1 in Northumbria is nothing like the A1 in Hertfordshire , and that cows still cross the A66 .

The 'inter-city' traffic isn't really the problem, it's the overall South-East to North-West that the A66 services. The A69 is not really the most attractive route for anything South of Scotch Corner.My main gripe is the A69 - a country lane west of Hexham. Significant benefits to a relatively small number of people. The A66 will make a difference to a much larger group.
Carlisle is an isolated city with very poor transport links to other major conurbations, an improved link to the T&W conurbation would bring great benefits.
I more interested in that (personally) than taking 10 minutes off passing traffic between the SE and Glasgow.
Each to their own view of course and everyone has their own selflish motivations, myself included, though I'm personally comfortable and it would have no direct effect on me it's just something I would like to see

I travel on the A66 a few times a year when we go camping in the lakes travelling up from West Yorkshire. I actually enjoy the A66 with its weird mix of dual carriageway and single (great fun flooring it going from single to dual ). After the monotony of the A1 the A66 is welcome however with a growing number of cars/people can completely understand them doing the upgrades, I’d imagine the disruption would be a mare though!
