Legal Query re Unadopted Road

I live in an unadopted road that links two adopted roads and we have a real problem with the maintenance costs. Essentially, the more we spend on improving the road the more attractive it becomes as a bypass/cut through for non residents. As the road has been used for many years by traffic I assume there is a general vehicle right of way been established. The maintenance costs are the problem of the owners of the frontages and one option, if it were legal, would be to cut off part of the road which has no frontages to vehicles just maintaining a footpath. This would have the effect of making the road as far as vehicles are concerned be of use just to the residents.
I don't know whether anyone has any legal knowledge of what our rights are in termas of what the frontage owners can do and any help would be appreciated. Also any advice on how to make contact with the appropriate people in the council would be appreciated, my efforts have resulted in the furnishing of an email address which no one responds to.
