Just noticed this picture and do not wish to jump to conclusions but what would you say happened here:

Without any other supporting facts I would say the car drove down the wrong side of the barrier and hit the truck head on. I may be completely wrong, I am just basing it on what I can see in the picture. So, poor road design, bad conditions or just bad driving?

I'm not quite sure how someone could end up on the wrong side of the road there, I travel that road almost every day and don't see why it is labelled as a dangerous part.
It is quite a long hill so perhaps if someone ended up going too fast on the way down (for whatever reason) then they could overshoot the left hand corner near/at the bottom.
We could speculate for ever though...
