Temporary traffic lights for roadworks

It seems that it is that time of year where there are lots of these springing up.

Is there a reason for it? As I can't go anywhere locally without getting held up by these lights, at holes in the ground with no road workers present.

Well, obviously, safety , or possibly contractors are 'forced' to charge the Highways/council more in order to 'provide a safe working environment for their operatives'. I passed one set today, a quiet residential road, maximum 30ft. lane closure on one lane, 5 cars waiting for ages, nothing coming the other way.

I've seen them where the only obstruction in the carriageway seems to be the actual lights, generator etc. and signs
