Paul Ricard isn't a brilliant circuit for public viewing, unfortunately. Have a look at this map;

As well as the start finish straight 'grandstand' you can get to the areas marked '19' (and the bits joining them, from memory). Not a lot. At the ELMS race last year the public could also get into the paddock and thus on top of the garages.
Accommodation wise, the nearby hotel is expensive, eye-wateringly expensive, so a hire car and somewhere a few kms away is best.
There's little shade and it can be very hot and very windy. Enjoy!!

It would appear that the 'Grand Prix Hotel' is cheaper than the 'Hotel du Castellet'.
I don't think times or schedule have been released yet, best to check the Blancpain website for details when they are released, although they do appear to be selling paddock and grid (pit?) walk tickets.
