How does the ex-pat importation thing work specifically?

As far as I know, if you're coming into the US for work but hold a foreign passport, you can bring your car for up to a year...
However, do YOU have to be coming into the country with your car at the same time? And does the car have to be from the same country as your passport?
I'm curious because I'm a US resident, have been here on a Permanent Resident's Card for about the past 14 years, but I've still remained a Canadian citizen. Could I bring in anything I wanted from Europe and then take it back after the year's up, or does that not work since my passport isn't from a country in Europe? It just seems a little too good to be true to me...

i was under the impression that you had to be "temporary" resident. green card holders are permanent residents.
there may also be a rule that you've had to own the vehicle outside of the US for 6-12 months. i cant remember exactly.
i'm looked into this a while back to bring my tuscan to the US but cant remember the exact details of the regulations.
