Replaced both trunnions today on my taimar, how tight should the lower trunnion bolt be? Is there a torque setting?

There are no torque settings for this....I would say as tight as you can with 2 spanners.
Being a TVR this is the point where you should 'SET' the wishbones. It is possible having even lightly 'kerbed' a wheel for the wishbone to be out of shape and the wishbone eyelets to then rub the inner wishbone lugs (in the end cutting through the chassis) the trunnion should be setup in the wishbone a spare shocker bush bolted in place (off the car) and offered to the chassis for a check to ensure that they align in the chassis, IF NOT then tweek the shock extensions in a vice equally to suit.
