3000m Heater blower mount

Hi guys, hope you don't mind if i tap into to the wealth of knowledge.

I see three short bolts on the blower, and 3 holes on the bulk head, should there be a piece of ply sandwiched between the two? looks like a board of some kind left an imprint in the fiberglass.
