Hi,

My car was first registered on 06/05/03 and I am the third owner.

The chap who I bought it from gave me a comprehensive set of paperwork and documentation.

In this pack was a "Minister's Approval Certificate" issued by the Vehicle Inspectorate (Chadderton office).

I'm working on the basis that this takes the place of an MOT for the time being.

In other words, when the "Minister's Approval Certificate" is issued, the vehicle is then of the same status as a 'new' car and hence, doesn't need an MOT certificate for three years.

Am I right or am I wrong ?

The 'MAC' is the certificate which the Vehicle Inspectorate give you if your vehicle passes a SVA test.

As to whether you will need an MOT after 1 or 3 years is anybodys guess......I'm not convinced that VOSA know themselves....

My understanding is this
1. If the car is built on a complete chassis of a donor car it does not need SVA (MAC).

2. If it is built from lot bits from one donor it will need SVA but will be issued with a registration from the year of that donor.

3. If it is built from all sorts of used bits it will need SVA and will get a 'Q' plate.

4. If all the bits are new it will need SVA but will get a current reg (04 at present).

It is only number 4 that does not require an MOT for 3 years as it is the only one deemed a 'New' car. All the others contain used parts in various states of wear hense the need for them to be inspected each year.

It is far from clear if 1 to 3 need an MOT right from the start and I have heard that the SVA inspector can give you an MOT along with the MAC. Others have said that for the first year the MAC is the eqivalent of an MOT.

OK, so I look at the V5 and it says; "REBUILT - MADE FROM PARTS".

However, I've also got a 'Certificate of Newness' issued by Westfield and (I think) stamped by the SVA peeps. I'll look tonight but I'm pretty sure it says everything bar the engine is new.

BTW - it isn't a factory built car, it was built by an individual.

The car is not a Q, it's an 03 registration.

Now I'm confused

Pretty sure the situation regarding 'newness' is that you're allowed to have one major item (say engine or gearbox) that's used, but as long as everything else is brand new you can still get a new reg. Sounds like your car fits that.

No idea about the approval certificate/MOT thing though.

As far as I know, because the car was registered as new you will not need an MOT until 3 years from the reg date. So don't worry. A vehicle registered on an age-related donor plate should need an MOT (and MAC) at the time of registration.
A MAC certificate does not count as an MOT though - I read that you could pass SVA with bald tyres, as long as they were of the correct speed rating. Crazy.

What is interesting is that you still have the MAC certificate - this is usually retained by the DVLA office. Is it a copy you have??

My understanding is that if you have a "current" year of manufacture (or one within three years) you do NOT need an MOT until the third anniversary of the car's registration. There has been loads of confusion on this point though but I'm pretty certain that the DVLA have finally caved-in an accepted this!

The one major item must be re-manufactured.
In the case of the engine it has to be completely rebuilt not just a decoke and grind the valves.

If its on an 03 plate its good for 3 years from reg.

It may be that the builder has purchased a duplicate MAC as I've heard they are treasured items

Simply wait for your tax renewal to come through. It will say on it if you need an MOT. My Tiger doesn't need one at the moment as it's less than three years since I built it

Interesting. My homemade car's V5 says "New at First Registration". Which is nice.
