are there any limits regarding the heights of the number plates? I can see where it takes into account the 2.5mm rule but no heights mentioned, does it matter at all as long as they're within reason?

The numbers/letters are a fixed size as is the spacing.
There is other info like who made the plate and their post code which must be on the plate.
There may be a minimum size for the plate but I think it unlikely.
I see no reason why there would be a maximum size. There are some Rover models with a very large plate specially shaped for the rear panel.
Your problem may be in sourcing the size of plate you need.

I believe the minimum height is so the BiB can see them from a reasonable distance and so the greed cameras can take a decent photo of it

Relax, I'm not a police ociffer I just know about these things as:
a) I have a friend who is a BiB
b) I have another friend who got a 14 day rectification ticket for an illegal no. plate even though it was on the car when he bought it
