Don't talk to me about the DVLA, they just sent me a V11 tax reminder for the scrapped donor!
Seems they don't keep their records up to date as we all could have guessed.
Their response when I told them via email of their error? : Send us a letter with the returned V11 so we can update our records.

Long post alert..This is how it happened for me last year:
I couldn't ring my local office (Leeds) - there was only an automated line. Rubbish. Automated form request system resulted in me receiving bugger all.
Emailed Swansea direct, and after a couple of days an 'import pack' arrived (there is no distinction between kits or imports as such). Filled out the relevant 'new car' form, reading the notes very carefully first - the form is a little complex.
Took the form, insurance cert, MAC, declaration of newness, built-up vehicle report etc. to the DVLA and sat for around an hour waiting to be seen. Pants. Handed over the docs and was told I would need the car to be inspected - they would call to arrange this.
They did, and the guy turned up at my gaff as promised the next week. He had a close look at the engine and box to check they really were new - no problem, all was in order (they had rejected some in the past apparently). Chassis and engine no's were also checked.
He also asked if I had bought the engine from the same place as the kit - to the letter of the rules it all must come from the same supplier. I said I bought it 'through' them. Sort of true. I gave him a cheque for the tax and reg fee.
Four days later he rang me with the new reg number (my insurance co. was pestering me for it) and the tax disk arrived a few days later with a reg plate manufacture authorisation form.
Down to halfords for a set of plates. Almost too easy..Not.

Well decided to drive to Nottingham DVLA, couldnt find a parking space which was the first problem of the day.......
Then had to sit in a que for 52 mins, in this time someone set fire to the bin outside the door so the waiting room smelt like a bloody bonfire.....
Then to cut a LONG story short, the woman said she would need the inspector to have a look at the car as its been built from a few parts (obviously its a kit car) "have i got the car with me" she asked, yeah its raining, the cars not registered and has no plates so how can i drive it here.....
She then said the inspector could come out to see the car, ok another 15 mins waiting and she returned back and didnt know where the town i lived in was, she couldnt find it!!!! Then she returned and said that the inspector covers parts of staffordshire but not my address, i would need to go to shrewsbury dvla....
Rang the number for shrewsbury amd got put through to swansea, they wouldnt give me the number direct, they had to fax shrewsbury and then they would call me....
Decided to trailer the car back to notts monday so i can hopefully get all paperwork done in a day...

When I put my car on the road the SVA man and DVLA man communicated with each other - SVA guy just phoned DVLA office and told them he had inspected car, engine/box was new (more or less true, the g/box receipt did not exactly specify if it was new or used but then what idiot would pay £1500 for a second hand gearbox?). SVA man also quite happy to consider engine as block age (1972) for emissions) but as new for registration purposes as it was fully recon. DVLA office did not inspect and also let me make my own certificate of newness! Just a signed letter saying that I built the thing out of new bits.
What will the inspector be looking for?

I drove from Nottingham Inspectorate to the licensing office with my MAC and letter from inspector. No numberplates and sadly didn't see a speed camera .
Parked fine, waited 25 mins, nice man gave me my registration number and I haven't stopped smiling since......
(Only thing that annoyed me was he had to hand-write the manufacturers name onto the printed tax-disc because the computer didn't recognise GTM......)

You can drive to and from.....
SVA Test.
Place of repair to correct SVA failures.
Registration office.
But in all cases you most have an actual appointment or some sort of letter requesting you attend.
In the case of registration office where you will most likely have to have the car inspected you my only get a letter saying bring it along without being specific about when.
You must also have insurance.
