It's not, it is a kit car of some kind most likely mini based.

A Spartan Treka kit car, based on a Fiesta I believe.

According to the MOT checker, it is a Spartan kit car, however it appears to have mated with a Jago Jeep.

A cross wind?

I remember being in a rented one of these up a mountain road in Crete when I was a kid, no sides on it. Yeah that was interesting.

Edit: A Mini Moke I mean not a Spartan.

I looked up Spartan in the "Kit Car Guide 1984" magazine and found the following:

Looks like they upset someone at the publishers! There are plenty of features on similarly designed kit cars of the time.

Looks like an update of the Austin 1100 / 1300 based Trekker that was built in the Super Shell building at Goodwood, by Alan Langridge Engineering, formerly builders of Image Formula Fords.

Does the MEH part of the plate indicate a Mehari?
