Testarossa kit

Saw this near Crewe yesterday. I'm assuming it isn't a genuine Testarossa although it had me fooled for a couple of moments as we drove up to the traffic lights were it was waiting for them to turn green.

The MOT website doesn't recognise the registration as a Ferrari, so what is it? A kit I assume?
