fact is:
the car´s registration is not legal.
the car is a TIGER
there is no single part on the car from 1961
there is not even anything on the car which would make it liable for an age related plate
the V5c is from a orange Ford
do you see a 1961 ford in orange colour in the pics?
its like using a vauxhall astra V5c for a VW Golf.
and the name of the dealer says all: this dealer is known for its highly overpriced kitcars...usually asking double or 3 times the real value...searching for an an total amateur buyer.
car will be reported to VOSA, DVLA and traffic police...so lets see what they say.

road legal then the Tiger would not be a massive problem & if you choose to use with a daylight MoT then most of the lights can be removed, IIRC the only requirement is for brake lights, though personally wouldn't want to be in something as exposed as that without indicators. You can even run without wheelarches, tho' they'd need to be there at IVA & if it rains you are then illegal under C & U regs. Biggest headaches are seat belt mounting positions, steering column collapse/angles, handbrake & ground clearance & for me I would want to add somewhat to the chassis height around the driver, you are clothed in a thin skin of fibreglass & very little else from around the waist up!

In the Tiger (as opposed to a monocoque Lotus 27, for example), you're enclosed in a steel spaceframe, so no worse than any 'Seven', really - though that's not saying much!The other big headache with the Tiger (exposed engine and gearbox) would be radii of exposed components, I guess?

I stand by what I said, I'll be generous & say "just above the waist", tho' as you say, not very different from a 7, but then I wouldn't be in a hurry to drive a 7 on the busy roads in S.E. England without a full cage - in a side impact you stand very little chance!
Re the radii of components at the rear end, a simple engine cover solves that (early 60's cars had engine covers anyway) & you are under no obligation to run with that bodywork after IVA. To give a "for instance" it is perfectly legal to IVA a 7 style car & then swap the bodywork to a Fury, or AGM WLR style - no further test is required, you just need to declare to DVLA & insurers the modifications. It's all about knowing what is legal & what isn't & what the legitimate ways of getting around the regs are - note I say "legitimate" I certainly don't advocate ringing a Dutton registration for instance, which seems to be a favourite & some people still appear to actually believe it to be legal, it most certainly is NOT!

but there is a legal and an illegal way.
the tiger has been definately done the illegal way. whyever it has been done like that (greed of profit from the dealer, lazyness from the builder doing it the "right" way), such obvious manipulations reflect discredit on the whole kitcar scene...
finally the "normal" and honest builder has to suffer from stricter and stricter laws, caused by such idits
