Only had a quick scan of the DVLA paper but it doesn't seem to be any different to what already happens?
i.e. has to be SVA'd, only all new (with 1 old) components get a new reg & they want to inspect your vehicle and docs when you first register it.
Its worth responding to even to say we're happy with the current inspection scheme.

Mind you inspecting the car just because you're transferring a cherished plate seems a bit severe!
Hang on, that wouldn't work, not for me anyway: my car is owned by the company so they hold the V5 etc. and I have the car. Are they saying we both have to be present to transfer my plate next time my co car is replaced?

How do you come to that conclusion? As it is already registered it can only come under the Radically Altered Vehicle category. An engine swap should not exceed the parameters.
The document you are worried about is a consultation document not new regulations. It's too late to add comments though even though there was a minimum of 12 weeks in the process. If someone had heard earlier perhaps wee could have made constructive comments.
