You most certainly can spray fibreglass - just look at any TVR, Lotus or Marcos.
But do you really need to? If the scuffs and scratches in the gel coat are only light you might be able to polish them out by using wet and dry paper to get the worst out and then T-Cut to get the final shine.
I'd recommend maybe 400 or 600 grade to start with depending on the scratches, used with soapy water, then progressing to finer grades like 800 or 1000 and finishing with 1200 (again with soapy water).
Has to be worth a try (in small test area at least) because even if you do end up having to paint it you'll still have to rub it down anyway.

All of what Graham said plus
The gell coat is normally quite thick, far more than a paint job so there is plenty of scope for rubbing down even quite extreme scratches.
If you do paint then as said you will need to rub down but the first coat of paint must be an etch primer specifically for GF. This eats into the gel and gives the rest of the paint system something to hold onto.
