The introductory text is a little confusing, car was built by EMC over the winter of 2021-22 and delivered to Tom & Gerry in February 2022. So, Harnesses and Seat have FIA stickers from 2022. All that is needed to put it on the grid is the fire-extinguisher must be weighed and certified (Not Discharged or re-filled) and the correct tyres fitted for the series entered. CALM require Pirelli (I think) CSCC are more tolerant.
