Group R Rally Regulations?

I've just started reading about the Group R classes taking over from Group N.

But can someone explain to me the difference between the R2C and the R3C classes?
From what I can tell they run the same engine type, same weight and the same drive type. They even run in the same championship. Could it be something to do with body type or driver license?

A quick skim and it looks like they are identical apart from a different form needs to be filled in for the R3
