Phone connectivity and tracking app

Couple of newbie questions. Have got my phone hooked up to take and receive calls but it drops out pretty much everytime even in good reception areas and is very glitchy. Is this usual or am I missing something obvious?
Got the app which shows me location of car. Is this effectively a tracker and can it be easily disabled if stolen?
