Toyota 2.0 D-4D (RAV4) power loss issue

I recently picked up a little 2004 RAV4 diesel on the cheap for work duties and so far am enjoying it. However, I have an issue with power loss under certain conditions.
The symptoms are significant loss of power, experienced after lifting off from 2.5k revs+. Initially I would pull over, let it idle for 20 secs, then drive off fine. I’ve since found the it can be sorted while moving, by dipping the clutch, letting it come to idle, then off the clutch and drive on. At no point so far have these occurrences triggered the engine warning light.
I’ll start with the cheaper things like the fuel filter, but does this sound like the SCV issue that I seen mention of, or something else?
