Does the 19-inch alloy wheel option have any affect on the overall range and efficiency of the car?

Yep it will do.

18"s without the aero caps are about 2% worse, the 20s are about 5% worse, I imagine the 19s are somewhere in the middle of those 2 values.

TBh you are unlikely to notice in general use but dont be surprised when someone on 18s with the aero caps has a lower wh/mi value.
