I know this doesn't specifically relate to our cars (Not grouped by CO2 rating) but I have just sent the text below to the DVLA to try to clarify. Maybe someone on here also knows the answer?

I am slightly puzzled about the grouping system in place for Vehicle Excise Duty.
I understand that, at the moment, a high polluting car (Porsche 911 for example) which was registered BEFORE the 23rd March 2006 attracts a Band F rating, BUT, that if the same car was registered AFTER 23rd March 2006, it would attract Band G rating, i.e. about double the duty.
My question is;
What happens to these two examples of the same vehicle (possibly registered 2 days apart) when the bands are increased in number to 13? i.e. A-M next year. I presume the later registered car will fall into it’s CO2 emission group? Will the earlier registered one fall into a lower band (Band K will be up to 225 as band F is up to 225 now), or will both cars fall into the same band. If that is the case it seems to me that the car registered BEFORE March 23rd 2006 would be retrospectively having it’s duty increased?
