What to buy for £25k or less

I’m in the fortunate position where I’m looking for a new car. Criteria is as follows.
4 door.
Fun to drive.
It wont be but could be used daily in all weather.
25k or less.
Something special
Not £700 a year to tax.
Won’t depreciate
I have my heart set on a rare jdm impreza. But have I missed something obvious. This is the most I’ve spent on a private car and need to make sure I’m buying the right car. I chop and change cars every 6 months because they aren't really what I want.
I’ll spend thousands on them just to sell them a month or so later as I get itchy feet and find something else.
