Help needed knowing about importing

Hi, I am in the UK and have a chance to buy a 1972 car that was originally in UK, then sold and bought in the UK in 1997 but moved to Germany and now registered on German plates
My question is, would I pay import tax.
The vehicle is of historic age so no tax mot required.
If the owner drives the vehicle over to UK and sells it here does that make any difference?
I know cost would depend on price of vehicle, so example if car was sold for 15000, any idea what sort of duty tax that would be .
I did look on HMRC site but didn't find answers to my questions, without ringing them .
