2 year gap between write off and HPI register

Hey guys,
Back in lockdown I bought a car from a guy up north. I HPId it and it was all clear, had the car for 10 months and sold it again to another gentleman who also HPId it.
This morning he just messaged asking if I knew it was CatN. Sure enough it now shows on a HPI check as written off in 2019 the year before I bought the car with photos of very minor damage (missing wingmirror is about it, and a listed roof fault).
But it also says on the check, that it wasn't listed as CatN until 2021. So there's a TWO YEAR gap between it being damaged and listed.
What is the point of HPI checks if this is the case?? It doesn't effect me so much but now this gent who's done everything right is left with a car that's worth much less than he originally thought?
Surely he should be able to get compo or something for this? Is it the insurer who's responsible for putting the car on the database?
