Cheap, practical car for new driver

Morning all,
Girlfriend is looking to get back driving in the next month or so and is in need of a car. She did have a 2007 Focus which she had to sell due to illness, that was a good car but she fancies something different.
She has a dog walking business, so first and foremost the car needs to be practical and be able to safely transport 4 or 5 dogs at a time. Petrol preffered, though an old school diesel would be fine (she loves my 39 year old Defender but that is very much out of bounds ).
The suggestions I've come up with so far are an early Berlingo/Partner Multispace, Skoda Roomster, 2nd gen Mercedes A Class or 2nd gen Honda Jazz. I did suggest a Vauxhall Zafira but she said this might be a little intimidating, so not something too big.
We have considered a van, however most vans at this price point are completely shagged and insurance is astronomical (£2500 to insure a Berlingo van vs. £950 to insure a Multispace?!)
Her budget is around £2k, she's also in her early 20s so insurance is still very much an issue, most quotes are coming back between £900 and £1500 for business use in her own name. This means a really sheddy E500 Estate is sadly off the table. Not sure if I'm missing anything obvious, so I'd welcome any more suggestions!

Given that she'll require insurance for business usage, it may be worth running a few quotes on vehicles suggested here as that might skew the decision quite a bit.
If she needs 4 or 5 dogs in at once, in a professional capacity, she should be looking at a van and having it fitted out to safely carry the dogs. The issue here is going to be that the budget won't allow it. She could be in a world of financial pain if she was to have any sort of accident with incorrect insurance and/or the clients' dogs not correctly secured in the vehicle.
There are no thrills to be had with this option but it's small enough to not be scary to park, large enough in the back to be able to kit out correctly for transport of multiple dogs and it's within budget (Though stretching the budget would obviously open up a few more options)
