Concerning MOT failure on car I want to buy?

Hey guys,
I'm looking at buying a high mileage 958 Cayenne. I'm planning on taking a Porsche specialist with me to check the car out. I've been checking the MOT history on the car, and this came up on the MOT
Offside Front Seat belt damaged sufficient to obstruct correct operation of the belt (5.2.2a) DANGEROUS
Offside Front Seat belt damaged sufficient to significantly weakened the webbing (5.2.2a) DANGEROUS
Offside Front Windscreen wiper does not clear the windscreen effectively split (8.2.2) DANGEROUS
and then when retested it on the same MOT it had
Offside Front Windscreen wiper does not clear the windscreen effectively (8.2.2)
Offside Front Seat belt stitching badly frayed (5.2.2b)
It was a while back in 2016 I believe, but I've not seen this before on an MOT. Is this anything to be concerned about? I've done a comprehensive check, and the car has only had 1 previous owner, with no write off, finance etc. recorded.
On more recent MOT it had loose heat shield as advisory and Nearside Rear Inner Direction indicator with a multiple light source up to 1/2 not functioning (4.4.1 (a) (i)).
Any 958 Cayenne owners who can give me some tips on what to check when buying the car would be handy too.

Very possible, my cousins dog went through the nearside belt in a single (long) trip. Bit odd the other side has gone though, bored dog left in car too long?
Ah yeah maybe. Didn't think of that. Thing is a dealer is seller the car and not the previous owner, so not too sure they would be able to find out. I'll try asking thoughMDMA . said:

Just explain how a stolen recovered car would result in a dangerous seat belt.
