Would you buy a 2000 cat c car that was cat c in 2006?

Looking at a motor it is around £550, probably worth £1200 as a non cat.
Did a HPI check it was made a cat c in 2006 and has done 25k miles since then.
Is it worth coughing up the extra £700 for a non cat. The scrap price of the car is £300, it has mot for a few months, if it turns out to be a lemon id scrap and lost £200.
The HPI Check says:
This vehicle has had a Vehicle Identity Check (VIC) completed by the Vehicle and Operator Services Agency (VOSA). The result was: Pass
