Is this a scam

My daughter just phoned about a vehicle she wants to buy and she had this message and I was hoping that someone might be able to say if they think it might be legit. The message is below
"Hello,
I did not have enough time to sell the van
before my departure from England and since I
am in Scotland now there are only 2 ways to
do this sale:
and money as escrow. I travel for my work
and I do not have time to bring the van and I
think your free time is limited too, so this is
the perfect way to make things easier, faster
and safe for both of us. I will pay the
company, so you will not pay extra money
then the van price. You will get the van to your
home address, and you can check the van
before making the final decision. I think this is
the perfect way for us.

It's a camper van costing £9,995 and now they've offered to deliver it through Any-Van and they said that Any-Van would take the money and keep it in their account until everyone was fully happy with the transaction, but apparently, Any-Van don't so this type of thing
What we didn't understand though is that the seller offered to be paid through paypal so I'm not sure how the scam works

From Paypal's Website:
"Why can't I see or use Pay After Delivery?
As we continue to evolve our payment options, we have removed Pay After Delivery as a payment option in the UK."

Escrow is a very ancient British mechanism, originally developed during Anglo Saxon times when the buyer/seller (e.g, of a horse) didn't trust each other.
