4.5 secs to 60 is 'fast enough' in my book, unless you're wanting to race some fairly serious opposition deep into triple digit speeds. In which case there are plenty of tuning options for the turbo engine, and the 900kg weight will ensure that the power gains go a long way.
What does apparently need modifying is the suspension, although there appear to be some very reputable and inexpensive tweaks available which have been confirmed by the magazines to solve the biggest dynamic problems, eg https://www.topgear.com/car-reviews/4c/first-drive .
In terms of value, I agree £40k is a lot of money, however with the limited numbers, looks, the Alfa badge, the carbon tub and the fact there will never be anything like it again, I'd suggest it'll hold its value well, so in the long run it'll probably work out quite cheap. For the sake of a speculative example, if you buy one for £40k, drive it for 3-5 years doing 40mpg and barely wearing consumables, and sell it for pretty much what you paid, then it's going to end up being potentially one of the cheapest cars you could own.
So I'd lean towards being a shrewd buy.
Now personally if I was in the market I'd buy an A110, but that's personal preference.

These are a good buy the engine is far from weak & a re map will see you at nigh on 300bhp, also look at the Alfa Works suspension setup, there are a few for sale with this already fitted.
They're a great steer & 237bhp feels like enough & they feel special when your driving them at all speeds.
If you want to spend 40k on something with more than 4 cylinders, then the Evora is where my money would go.

Tuned or not, for me it will always be just a 1750cc inline 4 which will have it's limitations. High bhp per litre comes with downsides as we all know.
How much nicer would that car have been with a 300 bhp 3.2 V6? Yes the car would have been 1000 kgs rather than 900 kgs but the engine would have sounded fantastic, had a useful 60+ bhp more and of course tuning could have taken place to eek out a little more.
