Private car sales from March 8th

Will these still be "illegal" (were they illegal?) or be allowed. I have a buyer for my car but they are 200 miles away and don't want to travel to pick the car up from me until he is permitted to do so.
The law / rules are ambiguous and there is the risk that this cannot happen until March 29th or beyond?

Based on the news on Monday night there was, an albeit brief, mention in one report that the March 29th date set by BoJo should be considered the earliest that they'd "allow" people to leave their local area for any "non essential" reasons, but that the mid April dates for the estimated re-opening of certain non essential retail was a more likely marker 
However it was also noted that the government intend to encourage following the "stay local" messaging currently in place, albeit then as strong advice and no longer as "law", for at least another 6 months until the end of summer to discourage too much travel / mixing / CV spreading.
As mentioned by another poster, and on other threads, people are still buying / selling and have been since last year under the restrictions and travelling to do so, but i guess you'll have to weigh up whether or not you can wait a bit longer if the buyer doesn't want to collect personally, or send a company to collect / transport on their behalf.
With regards to travelling, last year i had to collect my car from the garage where it had been for work and that involved a 100 mile round trip to collect using public transport. At no point did i get questioned, pulled over, etc, and judging by how quiet / how few people i saw while travelling via train / bus that day not only was it a joy but also probably far safer from a CV / social distancing perspective than some of the times i've had to do the weekly shop.

Sold two of my fleet off since lockdown one to a couple from 55 miles away & the other to a chap from 88 miles away & the Police haven't been hammering at my door or theirs since as far as I'm aware. I also purchased a car from 'oop ta north' & had it delivered back as I can't be bothered to waste a day travelling for the sake of a new (used) car.
